One of the more obscure Jedi, Bultar Swan was one of the few to survive the Clone Wars, only to be take out by one of her own during the Jedi Purge.
The Dorkistan Duels version of Bultar focuses on what is known of her combat style and training as a Jedi Guardian. Blinding Alarcrity servers to keep enemies off-balance, allowing Flawless Strike to keep them ineffective.

Re: Dorkistan Deck: Bultar Swan
This deck looks pretty weak. How has it playtested? With A3/D3 x4 and A4 x4 it would seem like she'll be attacking a lot, but do her attacks actually result in damage? It almost seems like she would need even more Blinding Alacrity cards, so she could keep her opponent knocked on their side with both attacks and defends to get more out of the discards. Discarding 1 at random seems easy enough to deal with. She would mop the floor with Tier 3, since they don't have enough cards to block all her Flawless Strikes, allowing her to keep the opponent on their side and land undefended attacks, but I would guess that she struggles against Obi/Yoda/Mace/Palp, and then only has a marginally better chance against the less defensive decks like Dooku, Anakin and Maul.
The deck is a neat idea though. I think it's a better fleshing out of the Force Lift mechanic.

Re: Dorkistan Deck: Bultar Swan
She plays about how you surmise, low Tier 2 high Tier 3, and I'm fine with that.

Re: Dorkistan Deck: Bultar Swan
In the Wainright annual 2v2 Tournaments she's had the best win/loss record to date (at least, I think it's this Bultar Swan they use; I could be mistaken).
Re: Dorkistan Deck: Bultar Swan
I don't think it's the same Bultar Swan, I do believe it's Aaron Shockley's Bultar.

Re: Dorkistan Deck: Bultar Swan
The blatant typos ("alarcrity" instead of "alacrity") are really the only bad part about this deck -- interesting if straightforward.
