Toph

Though blind and only twelve years old, Toph is nevertheless the greatest Earthbender ever to live, having mastered not only the manipulation of stone but also metal, long thought to be impervious to earthbenders' talents.  She joins Aang as his Earthbending Master, a harsh taskmaster who tolerates no slacking.  Toph is quite adept at using her earthbending to create walls which block enemy attacks, which manifests itself in this deck as the stone slabs -- her minor characters.

Toph
14 HP, Earth

x4 Earth Tremor A5: Move the target of Earth Tremor up to 3 spaces.  You may ignore characters during this move, but not obstacles.
x1 Landslide A9: Draw 2 cards.
x2 Preemptive Strike D(star): Toph receives no damage from the attack.  Return the attack card, unrevealed, to its owner's hand. The attacking character receives 2 damage.
x3 Stone Grip Special: Choose any minor character. That character may not move until damaged. That character's controller may choose to inflict 5 damage on that character at any time to remove this effect.
x2 Rock Wall Special: Each stone slab does 1 damage to each adjacent character, then destroy all stone slabs in play.  Then place 2 new stone slabs in play at full health in any open spaces adjacent to Toph.

Re: Toph

If Suki and Zhao occupy my first two favorite slots, Toph is a hair's-breadth-close third. The stone-slabs-as-minors thing is inspired. My only detraction is that playing Toph is sometimes Jango-esque in that you're waiting (hoping) for the right card. (I've no doubt some of that comes from limited experience playing her, but I suspect the feeling will remain.)

Re: Toph

A candidate for favorite deck to play, Toph can get you in so many different ways.  Sure, it's always great if you can get the Landslide, but what I really like is the variety of "board control" -- moving opponents, stopping them, and manipulating the stone slabs.

Re: Toph

I'm assuming the "right card" is usually either Landslide or Preemptive Strike?  I definitely can see how you might get that Jango-esque feeling, but I think most of it does come from limited experience playing the deck.  Once you've fully explored her full range of dominating awesomeness, I'm sure you'll be happy with whatever cards you have. :)
